1. Who we are
ExpatPapers is a trading name of VantarGroup LLC, a company registered in the United States. In these terms, “we” and “us” mean VantarGroup LLC.
2. What we do, and what we are not
We are a courier and agent service. We submit your documents for authentication and return them to you. That is the entire scope.
We do not obtain your FBI Identity History Summary for you. Federal rules require the FBI to release it only to you or to your attorney, and we are neither. You order your own report; we tell you exactly how. Once it is in your hands it is your document, and you may pass it to us for apostille.
We are not a law firm, an immigration adviser, or a government entity, and we are not a substitute for any of them. We are not affiliated with, endorsed by, or acting on behalf of the U.S. Department of State, the Federal Bureau of Investigation, or any other government agency. We do not and cannot advise you on your eligibility for any visa or residency permit, on which application you should make, or on the legal effect of any document. Communications with us are not protected by legal privilege.
3. What we cannot control
Processing times at the U.S. Department of State, at any state Secretary of State, at the FBI, and at any approved channeler are set by those bodies and not by us. There is no expedited or same-day service at the Office of Authentications. Any timing we give is an estimate based on current published and observed turnarounds, not a guarantee.
Requirements set by a receiving country, including how recent a document must be and whether a translation is required, are set by that country and can change without notice. You are responsible for confirming them with the consulate handling your application.
4. Fees, quotes and payment
We quote before we begin. Government fees are charged at cost and itemised separately. Payment is by invoice, due on acceptance of the quote. We do not begin work until the invoice is settled.
5. Refunds
Government fees, channeler fees and courier fees are paid out to third parties as soon as your order begins and cannot be refunded once incurred. Where a submission is rejected, we will tell you the same day we are notified, explain the reason, and quote separately for any resubmission. Our service fee is not refundable once work has started.
6. Your responsibilities
- Giving us accurate personal details, matching your passport
- Attending your fingerprint appointment
- Confirming your destination’s requirements with its consulate
- Telling us promptly if your appointment date changes
7. Liability
We are liable for our own failure to perform the service with reasonable care and skill. Our total liability for any order is limited to the service fee you paid for that order. We are not liable for delays or decisions of any government body, for a missed appointment or refused application, or for consequential losses including travel and accommodation costs.

How we handle your information, including criminal history record information, is set out in our Privacy Policy, which forms part of these terms.
9. Governing law
These terms are governed by the laws of the State of Delaware, United States.
